Usually this is a driver or software issue.
1.) Reinstall Drivers
Download and run the AMD clean install utility, let it run in safe mode: https://www.amd.com/en/support/kb/faq/gpu-601 . Display Driver Uninstaller is also a great utility for this, it can be downloaded from https://www.wagnardsoft.com/
Once done reinstall the latest AMD driver and see if it helps at all. After installing the driver, test your games before tweaking any settings in the Adrenaline software.

2.) Check Temperatures
- Most graphics cards GPU runs in the 75-85' C range, however can run up to 90'c safely. If you have a newer graphics card that also has a Junction/Hotspot temperature reading this will usually run in the 85-95' Celsius range, but some models may run into the 100's Celsius safely. You can use the AMD settings to monitor temperatures, or something like GPUZ https://www.techpowerup.com/gpuz/ .
- Check your video cards fans, especially if you owned the card for a few years, check to make sure the heatsink is not clogged with dust and that the fans are still spinning freely without resistance.
3.) Check other applications
Check to see if the issue effects multiple games/applications, or if you can isolate it to a single program, or group of related programs.
If you can test the card in another system that can help with troubleshooting. If the problem follows the card then maybe it is a hardware issue. If its only in the original system, then its likely software.
