To start off, if you are able to test the video card into another system that is ideal, by doing that you can at least determine if the issue is isolate to the card. If the issue does follow the card to another system, then it’s possible it’s a hardware issue
Identify if the distortion is happening all the time (even in the POST/BIOS screens), or only after you launch a game or other application that stresses the card.
If it happens all the time, even during Boot, then the first thing to check is the monitor cables and ports on the card and display. A bad cable or port can cause lines on the screen, solid color hue/overlay, or flickering flashing. If the system seems stable behind the distortion then its signal related.
If it only happens after installing drivers or playing a game or some other stressful application then check the drivers and hardware on the card.
Drivers and Software
Download and run the AMD clean install utility, let it run in safe mode: https://www.amd.com/en/support/kb/faq/gpu-601 . Display Driver Uninstaller is also a great utility for this, it can be downloaded from https://www.wagnardsoft.com/
Once done reinstall the latest AMD driver and see if it helps at all. After installing the driver, test your games before tweaking any settings in the Adrenaline software.
- Most graphics cards GPU runs in the 75-85' C range, however can run up to 90'c safely. If you have a newer graphics card that also has a Junction/Hotspot temperature reading this will usually run in the 85-95' Celsius range, but some models may run into the 100's Celsius safely. You can use the AMD settings to monitor temperatures, or something like GPUZ https://www.techpowerup.com/gpuz/ .
- Check your video cards fans, especially if you owned the card for a few years, check to make sure the heatsink is not clogged with dust and that the fans are still spinning freely without resistance.
- This is a bit more difficult the troubleshoot, usually requires an alternate power supply. However if you power supply comes with alternate PCI-E power connectors you can try those and see if the system stabilizes.
